Terrance Dwayne Winborn’s life was forever altered due to a series of grave oversights and alleged neglect during his 39-hour incarceration in Scott County Jail, Minnesota. The subsequent events led to a massive $12.2 million settlement, highlighting the gravity of the situation.
The account paints a distressing picture. During his time in jail, Winborn lost both of his hands, suffered a heart attack, a stroke, and developed alarming skin lesions. His attorneys point to the negligence of the jail officials who allegedly failed to offer him crucial medical care during this period.
“That deliberate indifference allowed a bacterial infection to run rampant within his body, leading to a heart attack … and a host of other devastating and permanent injuries,” stated attorney Katie Bennett during a press briefing, underscoring the gravity of the situation.
Through a video presented by his attorneys, the profound challenges Winborn now faces in his daily life were laid bare. Simple tasks, like feeding himself, have become Herculean challenges. Reflecting on his new reality,
Winborn shared a poignant sentiment: “I don’t sleep because every time I dream, I dream I have my hands. And when I wake up, they’re gone.”
The events that led to this tragedy began with Winborn’s arrest on August 27, 2020, in Shakopee for drunk driving. While his blood alcohol content was over the legal limit, it was the subsequent medical neglect in the jail that turned his incarceration into a life-changing ordeal. Alarming symptoms like severe vomiting and a visibly swollen hand were seemingly overlooked. Instead of receiving immediate medical attention, his deteriorating condition was met with inaction.
When he was finally transferred to a larger hospital in Minneapolis, the gravity of his situation was immediately evident. Due to a rampant bacterial infection, doctors were left with no choice but to amputate his hand and part of his forearm. This tragic sequence of events continued with Winborn’s health spiraling, leading to the amputation of his other arm.
Adding to the complexity and controversy surrounding the case, jail videos that might have been pivotal in the investigation were destroyed. In response, officials claimed a lack of memory regarding the events.
The glaring questions that arise from this incident are numerous: How could such medical neglect occur? Why weren’t concerns addressed promptly? What led to the destruction of crucial video evidence? While the substantial settlement will help address Winborn’s medical and future care expenses, it underscores the pressing need for accountability, transparency, and due diligence in our correctional facilities.
In recent years, there has been increased scrutiny of conditions within correctional facilities, emphasizing their responsibility to protect and care for inmates. But Winborn’s case, with its devastating outcomes and the enormity of the settlement, has catapulted this discussion into the national spotlight. It serves as a chilling testament to what can go wrong when oversight is lax and protocols aren’t followed or are non-existent.

A recent Pew Research Center study shows that, “while the US prison population has receded slightly from a historic high, it remains quite large. Tightened budgets, policy decisions, and often inadequate facilities contribute to overcrowding at many prisons, especially at the state level.”
“The effects of overcrowded prison facilities on corrections officers are felt throughout the profession. Increased incidence of assault and riots are correlated with overcrowding, putting officers in greater danger.”
“Though the issues facing corrections officers and leaders are substantial, other law enforcement sectors have shown there are evidence-based tactics to confront what can seem like intractable problems. At the root of many of these overlapping issues are needs expressed by corrections officers that are not being adequately met by their work conditions,” the study added.
Furthermore, for every Terrance Dwayne Winborn whose story becomes public, how many others remain in the shadows, unheard and unseen? It is imperative that this incident drives reforms, triggers investigations into other such cases, and sparks a nationwide dialogue on ensuring humane treatment, accountability, and transparency in all correctional facilities. Only then can we hope for a system that truly serves justice and upholds the dignity of every individual within its walls.
The $12.2 million settlement, while addressing the immediate and future needs of Winborn, cannot compensate for the irreversible physical and emotional trauma he has endured.
